JK2006 Yes this is the problem; the system has been so damaged by stupid laws ("credible and true") and incompetent junior staff that it gets everything wrong. And the result is numerous deaths until or unless the ordinary people take matters into their own hands. I reckon the courage of ordinary people (several convicted criminals) saved dozens of lives.
