I recall comedian Jim Davidson's in his book saying that a female DC said to him "those upstairs want a conviction no matter what" in his case.

Another terrible aspect about this target culture is that by cautioning (well offering a caution - you have to accept it for it to stick and by doing so are admitting guilt...) innocent people energy and focus is being lost for arresting the guilty or - heaven forbid! - preventing actual crime.
The Police are not to blame for the target culture Gov is; but one would still hope they would act with probity.
