Laura5 The 'don't shoot to kill policy' wouldn't be known to Russian soldiers (if it was, it wouldn't be believed), and the loss of life, inevitable. Countries have invoked and endorsed Trump's view that US military personnel must not be put at risk to solve the problems of other regions. No more Vietnam's etc. Hence, support is available only in the forms of rhetoric, hardware and financial ostracisation. From drones to tanks, and unprecedented economic embargoes.
JK2006 I actually feel that each NATO country should put 20,000 PEACEKEEPERS into Ukraine - that would be around 600,000 people, all instructed do NOT shoot to kill. But to push Russian troops out.
