Green Man They do something similar in some US districts.

When a sex-offender is released and moving to the area all people in the area receive a letter via post.

I did know people who have been jailed for the crimes they didn't do...but was not jailed for the crimes they did do.

Very ironic.
Wyot This Government in particular is not trying to run a Criminal Justice System; it is trying to win a popularity contest. The logical conclusion of this approach is the return of capital punishment (on the victim's says, of course).
