He governs with the support of the Russian Oligarchs (apparently around 50) who in turn act freely without government controls.
But I cannot see them wishing a devastating nuclear attack or for even the Ukraine mess to continue for too long. Although they are incredibly rich the sanctions must be annoying.
From what I've seen in documentaries and interviews, e.g. with Bill Browder, Putin controls the oligarchs, not the other way round.

Yes we can but hope so as none of it makes any sense. But then again, I am surprised it has been allowed to go on so long already...
