If there wasn't a pressing reason for them to avoid the legal route, which lets very nearly everybody who asks into the country, they would not pay a fortune to crooks and risk a dinghy, would they? 
This makes little sense to me. If, as you assert, the legal route allows nearly everyone into the UK, then why avoid it in that case and pay that fortune to crooks and take that channel risk?
