Then as a citizen you should report this crime to the Police.
You have witnessed a clear breach of the law which could have ended up killing innocent people.
It is easy to prove because they keep text records at phone companies - and so the evidence will exist.
I think that if the Police are going to be "difficult" with you - then regrettably you have to pick up on EVERY single mistake that they make as well.
The driver should at the very least lose their license and be fined.
We should not as citizens of the UK accept the illegal behaviour of our Police Forces any longer. They act outside the law most of the time - and if Lord Ahmed is jailed for such an offence then so should these two police DCs.
As far as I can see until the public stand up and take on these criminals we will never improve society. We have all "walked by" on the other side..... |

I was arrested at Heathrow last month,and driven to the midlands by 2 DCs.
On the motorway they generally drove at 80 mph, and the lady driver sent a number of texts. |

true Mike, but from what I gathered on Radio 4's pm was that it was accepted that he was not responsible for the death. |
