And remember, while the West celebrated as the old Soviet Union collapsed, all those brilliant young minds who once had secure government employment turned to the only outlet they could-organised crime which is why the Russian Mafia now outstrips most criminal gangs and has spread worldwide.

ID cards will just be a hassle for honest folk-real professional criminals will turn them to their advantage.

JC Jacqui Smith is pressing ahead with the ID card scheme despite ever growing opposition. Even David Blunkett, who launched the idea, has now said they are a waste of money and will serve no useful purpose. Today sees the beginning of a trial run in Manchester.
