They still do that now.

They've been fiddling the unemployment figures for years. In the 80's they had YTS schemes where 18-25 year olds would earn £25 a week to do jobs that otherwise wouldn't exist and thus take themselves of the unemployment register.

More people are out of work than ever before.
They have been manipulating figures on unemployment for several years now. A good million are on schemes which still gives them benefits but doesn't count as unemployed, then you have a couple of million on incapacity benefit (Once you get that you can milk the system for Disability Living Allowance and severe disablement premium and housing benefit and council tax benefit).
I see plenty of the latter who come to me for clinical psychology and that's just the ones who claim on mental health grounds. Then you get the ones with the bad back..
Not so much a nation of shirkers, more like a nation of people who can't afford to work
