RTD hit the 'right notes' and the zeitgeist if you like for the series. Moffat wrote a lot of decent episodes during that era too, such as the 'Are You My Mummy?' episodes and of course the original Angels one, Blink. Charlie Brooker of the Guardian stated that Blink was probably the greatest piece of television of all time, it is that recommended.

I think the problem with the series at the moment is far too much going on that storylining is suffering. Last night was excellent and actually very RTD like, but the rest, apart from the still good cowboy episode needed an extra 15-20 minutes to make better sense.

It's good for the show that it gets new showrunners, but Moff needs to calm it down and concentrate of characters, stories and plots and not in 'how good it looks'. Or are we that shallow now?
