Not 'low mind' but low morals, BIG difference.
The complex Jim (no simple psycho-explanations per-lease) was Mensa rated High-IQ, but then so have been many undesirables.
The BOTTOM (sorry about that word) line is that some DID complain but sadly, like those now also revealed by John Simpson in an even earlier Beeb much loved ‘Uncle’ radio era 1930s thru ‘60s they were brushed off and under the Beeb-exec luxurious carpets.
Clearly, morally, JUST ONE COMPLAINT, if valid, is one too many. BUT there are now JUST 60 formal complaints to bent-cops about Jim from maybe 60,000+ that he must have met in 60 Years of fame. With maybe 6,000 sexually aMused not aBused, all unreported by an all-negative narrative bent-media CONveniently omitting the positive headline we may never see or hear, “SAVILE SEXUALLY aMused ME !”
Just like devious criminals masking and concealing their activities; the manipulative bent-media just leaves out what it doesn't want known - as ever, what’s missing is most telling.

People who "do good" (define "good") are supposed to feel better about themselves. Doing "good" deeds is supposed to trigger some of the brain's "pleasure centres"
I have encountered a fair few people who I don't remember as being particularly nice who managed to associate themselves with "good causes" and ended up with their picture in the local paper presenting massive cheques (often for quite small amounts of money) to charities etc.. The presenting of the cheque seemed to be their main "work" on behalf of the charity with lots of minions beavering away in the background doing 99.999% of the work to no acclaim.
I'm convinced quite a few people use charity work to "build their brand" though perhaps it IS a valid point to make that if we all at some time in our lives do bad things, shouldn't people who HAVE done some good as well be given credit for it?
On the other hand, doing charity work with the sole intention of creating an inaccurate aura of saintliness around oneself may be the sign of a low mind. |

None of which explains why NOT ONE SINGLE complainant came forward at the time (with credible evidence) does it?
As these people waited up to 40 years to make a complaint (until it cannot possibly be refuted) maybe we should wait 40 years before holding an inquiry?

It sounds like you're coming round to the idea that the man was indeed a massive contradiction after all, hiding some very dark secrets. I believe that all the rumours (as it happens, probably true) became an urban myth which most people didn't want to believe, just like the one about Marc Almond which was definitely false. And I think he played on that incredulity by joking about it himself as if it were true, knowing that people would just laugh it off. He was obviously extremely cunning and manipulative, and was able to hoodwink everyone with this elaborate smokescreen of eccentric behaviour and appearance. But what you say may be entirely true and the reality may be far worse or something entirely different.
In defence that rumours, lies and conspiracies can be constructed to produce a situation that is a total sham I offer the evidence that less than ten years ago George Bush Jnr, Tony Blair and a host of others conspired to exploit a fallacy that Iraq possessed WMD and having convinced the media to support that fallacy, invaded a country that had never hurt either the USA or UK and killed hundreds of thousands of innocents and displaced possibly at least one million Iraqis, crimes for which Germans were hanged for in 1946/7 and these conspirators have escaped scot free.
