In The Know That after the Waterhouse report (into child abuse in North Wales) in 2000, "Following the report's publications, 140 compensation claims were settled on behalf of the victims".

NOTE - "were settled"

No investigation / No trial / No evidence - just hush-money paid out to anyone who made a claim.
