They seem to operate in countries where there is little law and order (or democracy !) and building those two is probably the best way to deal with them. Look at both Afghanistan and Iraq (where we threw the towel in and ran like hell) ... the people there probably know their best long term security is provided by the local warlords - not by the Yankers who will flee as soon as it is opportune. Those that dont want the local warlords will rise up - as in Syria - and its these we should help ... not by sending troops but by arming and financing the opposition to any dictatorship (where it is clear that the majority want the dictatorship out).
