Because it will (like most loony policies) achieve nothing !
Admin will cost more than it collects.

This is just an increasingly desperate loony Labour leadership trying to re-invest a policy which THEY dumped (both were in Browns government when it was scrapped) in order to appeal to the thickies.

If you are serious about helping poorer families pay tax (as the LibDem,s have achieved lifting millions out of tax althogether) then the best way is simply to raise the personal tax allowance.
