I do remember that album well Pattaya, when I heard it I thought yes the man has finally lost it.

Well, from online interviews he and Rubin think so. Maybe hoping for a revival like he instigated for Johnny Cash and Neil Diamond some time ago.
The album contains some odd covers including You Are My Sunshine (yes, the 1930's song) and Procol Harum's 1969 song The Devil Came From Kansas. The title track Tell 'Em I'm Gone can be heard on YouTube:
