We've heard it countless times - "I didn't complain because I didn't think I would be believed".
A complaint - at the time - will often prove or disprove the allegation (forensic tests / DNA etc).
By delaying, the "victim" allows possible evidence to disappear (and I suspect that this is often done deliberately)
BUT ... if someone IS a predator, and a complaint is NOT made, then the predator can go on to commit further crimes.
Should the first "victim" bear some responsibility for the subsequent crimes (as their inaction has allowed them to happen)?
