If the police and CPS have evidence, it makes sense to me that he is treated as an adult. A 15 year old should indeed know it's wrong to kill someone. So should any teenager, I reckon.
But I can't quite understand why they should be judged incapable of deciding that they want to have sex. Can someone please explain?

so true. Watched interviews with some old Diggers from WW1 (all deceased now of course). Some joined up when they were 15..as did many of their friends.
Media frothing at the bit as it wants to name him as "in the public interest". Is it? I don't want to know who is.

Hmmmm.....emotional damage in my view. I'm a late starter in all that sort of thing, and for me, I'm better for it..........I have seen early adopters of sex from my cotemporary group and I'll tell you that on an entirely empirical observation....it has affected the majority of them in later life.........in some form or other....emotional adjustment to dealing with relationships and long term stability in relationships.
But I guess your counter will be....why should that be an issue for the law?

Old enough to know not to kill anyone but not old enough to decide whether or not to have a wank with a friend (of either sex)? Just strikes me as strange.

Not everybody can treat 'a wank with a friend' as a no strings attached functional 'thing'.
How many women have been victims of extremely jealous 'partners' who think that a sexual relationship = belonging to them, possesive and an all consuming act of ultimate intimacy and subsequent betrayal if it fails or is found out to be adulterous?
Many a young boy recently seems to have treated a girlfriend (often a first girlfriend) with complete and utter posession and then ended up killing them when it breaks up.......they havn't the emotional capacity to deal with it......trawl the web, you'll find these stories of recent years
It combines early sex of young boys with the idea of killing is wrong.........but do they care about either, having done both? Maybe it is a modern society thing, jealousy and lack of consequence?
You might speak as you find in the idea of a 'mutual wank' being harmless, but tell that to the family of a 'partner murder', their perspective wouldn't be the same.......
