most of the images out there and known and easily found using the likes of EnCase, many have tags and have been on the net for many years.
Imagine now charging 25k of the downloaders and you deal with ten per day it would be idiotic and very expensive and out of 25k 10k get a prison sentance that would need at least 5 prisons built also 25k added to the register on top of the nearly 70k already on it, police that !

Here is how the paedo unit of the MET catch most culprits for downloading. best way is you need the IP address.
From mid to late 2008 I can confirm that a downloader of many thousands in fact 70k plus was taken from his cell on a production into the hands of the MET paedo unit, taken to various locations and asked for him to share images and show them how to make contact with other downloaders, this was done a number of times in turn this allowed police hands to be stain free but also allowing for the contacts to be identified in many cases. They also had websites to which they could point suspects without having to share images these images were mainly bikini clad girls but was enough to gain Ip addresses.
The guy in person was then given transfer to a prison nearer his family and also aid in when in the future he can apply for an IPP to be removed.
The authorities shoukd be working on removing the images or blocking them as most are known.

If they exaggerate the number of offenders they risk normalising the behaviour.
