In 2001, Chris Morris' cutting-satire Brass Eye on the blind moral panic about paedophilia led to a record-breaking number of complaints. It remains the 3rd highest ever on UK television after Celebrity Big Brother 2007 and Jerry Springer: The Opera.
Including heated discussion in the press, many complainants some of whom admitted not having seen the programme (notably govt minister Beverley Hughes), dumbly felt the show was directed at victims of paedophilia. Channel 4 insisted their target was the media and its hysterical treatment of paedophiles, and not victims of crime.

so reminds me of then PM Kevin Rudd in Oz who proclaimed in 2008 during a controversy over some Bill Henson photographs of young teens at a gallery that they were "absolutely revolting " but finally had to admit he hadn't actually seen them while the Opposition Leader Malcolm Turnbull said he had a Henson work on his living room wall.
Rudd had to apologise to the then 17 year old girl who appeared in them after she said she was delighted with the photograph and how dare the PM call her 'revolting'
