They're saying it might discourage victims from coming forward. I wonder how true it is that victims don't come forward because they don't think they'll be believed. If you were telling the truth, you wouldn't generally expect to be disbelieved, unless you had tried it already and been disbelieved. On the other hand, if you knew you were lying, it would be natural to expect to be disbelieved.
