It's actually police suggesting it. When I was released from prison I installed £15,000 worth of CCTV at my home. The probation people couldn't understand why - as then there would be evidence of my future crimes! I pointed out that not only would there be no present or future crimes but there had been no PAST ones either, which I could have proved if CCTV had existed 40 years ago.
