The other charges are serious of course but...I reckon this is a classic British police & CPS tactic to load up charges they know will be tossed out by a jury as just too ridiculous but sort of assists the serious charges.

They did it with Rolf Harris and the alleged 'child porn' which was a fallacy and they knew it was.

Perhaps doggers should now check the birth certificates of those who observe them, in case over 20 years later one of them claims to have been under age.

Yes, I think you're right about the tactic, although I'm not sure how seriously they should be taken.
