On Monday Feb 4th Surrey's Police and Crime Panel will be meeting (at 10.30; Kingston on Thames County Hall) to decide whether Police and Crime Commissioner David Munro should be asked to resign, as his Chief Constable Ephgrave has already done. This is in response to my complaints to both men, as well as to the IOPC, and before the conclusions of the independent review being conducted by Operation Hydrant in Norfolk. Decisions will be made by those (and other) bodies as to whether misconduct, gross misconduct and possibly Criminal Misconduct has been conducted by junior officers and by both Ephgrave and Munro, who were aware of the behaviour and chose neither to examine nor correct it, making all parties liable to charges of Conspiracy To Pervert The Course Of Justice.

An example - by not following Due Process and immediately referring three Deaths In Custody to the appropriate bodies, they were all conspiring to avoid scrutiny of the circumstances surrounding the deaths. For instance - by not notifying the Coroner's and the Registrar of the existence of two suicide notes, they allowed one death to be attributed to Natural Causes instead of the obvious Suicide.

This is understandable as such scrutiny may well have resulted in charges against several officers, which could have influenced jurors in a future trial. But, as a result, the course of justice might have been perverted.

Another example - on finding that one false accuser had been accused by his sister of raping her when she was 10 and he was 20, they, in collusion with an officer at the CPS, decided NOT to call the sister as a witness in an upcoming trial, in order to avoid her cross examination which, again, could have influenced jurors and, as a result, might have perverted the course of justice.

A further example: a false arrest of an 86 year old man before his alleged "victims" had been questioned - when both "victims" denied any abuse had ever taken place. Quite extraordinary police behaviour which eventually caused incredible stress on the man who subsequently died, blaming Surrey Police. He may have been wrong. It may have been that his failing health and age contributed totally to his death and the stress caused was only minor and had no effect on him, despite his belief to the contrary. But if deliberate targeting and behaviour DID contribute to his demise, it could be possible that this conspiracy perverted the course of natural justice.

I could go on for hours, there are so many examples of strange and unusual behaviour - all fully detailed to both Ephgrave and Munro. Should those men have investigated the claims? Or, by their total acceptance of all this behaviour, were they both part of a Conspiracy To Pervert The Course Of Justice?

It is up to the investigating bodies to decide. But, rather than stay and face that decision, Ephgrave quit his post as Chief Constable of Surrey. Should Munro do the same? I think he should. Like Ephgrave, jump before he is (possibly) pushed.

I feel like there should be a peaceful protest outside the building or something.

Yes Honey I would think that would be a brilliant idea; sadly I suspect the combination of Liverpool and the weather might mean you'll be unable to attend but Surrey Residents might well decide it would be worth donning scarves and gloves!

Crikey! I am reeling at the cost of a train ticket at short notice,and the first train would only get me there by the skin of my teeth providing the connections were on time.

I do urge anyone who can get there to go, though. The more the support for justice, the less they can get away with.

Yes the way the weather is going I think Liverpool is a bit far from Kingston on Thames! But I think quite a few Surrey or London residents may be able to arrive and quietly make their feelings heard.
