I love the way GM you say they blame everyone but not the culprit and then in the next sentence say M15 have a lot to answer for!
But on your substantive point I agree: we are the worst nation in the world for taking on responsibility when others harm us. Like an abused wife who blames herself for not understanding her man (or sub abused wife for abused man if you want!)
