We know it's not just on Clapham Common. It was in America. It was in Surrey. It was in Myanmar. Top cops sanction officers breaking the law, killing people, getting away with murder. Do read my book Not A Knee On The Neck if you want to see detailed evidence. Yes it's usually incompetence. But people get killed by cops every day, either directly or accidentally.

CONSOLATION - if someone had been killed on Clapham Common (other than Sarah Everard, killed by someone days ago) - someone would have been investigated by the IOPC (Independent Office for Police Conduct) and would have been told to go to Milton Keynes one afternoon on a "management course" to learn NOT to use pencil when filling in forms. That would improve their conduct!
