This report is devastating. It shows how the system is designed to allow delay. And how media almost always pursues the route allowing the Establishment to get away with it. Despite the odd exception, very rarely do we see media prepared to investigate and then expose corruption or incompetence. Very rarely do the authorities seem willing to expose villains amongst themselves. I think that is the worst crime of all; the sweeping under the carpet by delay, obfuscation, laziness and deliberate collusion with evil.
