Don't forget the WHO itself at the beginning of the pandemic said general masks do not offer protection; then changed its stance but offered no evidence.
Masks are about fear and simultaneously confidence - fear at the start to keep people inside; confidence when we open up to get out & spend in shops feeling "protected". Masks are psychologically incredibly powerful; and they were weaponised politically during The Great Hysteria of 2020-21.
