Why should we assume that equalising educational outcomes across regions is primarily contingent on investment?

Is there less state investment in education in Hackney than Winchester? (I genuinely have no idea; but it seems to me a relevant question).
I suspect we would primarily level outcomes by "improving" the families a lot of kids are growing up in.
But this sort of comment is deeply frowned upon these days. Yes investment may help a bit; but I suspect not much more.
