I think (for once in this case) Starmer is being straightforward about his aims: the reduction of pollution and resulting cancers in the population. Hitting peoples cars is not a major vote winner...

Cars are cleaner though Wyot. Do you remember the smoking exhaust pipes in the 1980s.

What's Starmer going to do about the millions of plastic masks in the oceans, seas and landfill releasing billions of microplastics?
