It can depend if they have done crimes inside. When I was in prison, there people were done for shoplifting but they commited GBH or in some rare cases rape to the other inmates, this would add years to what you had orginally.

The courses are a Catch 22, you will have to admit things you did or didn't do. Not forgetting inside there is a lot of twats who want to fight to prove something. You can't show shyness or you are picked on.

There needs to be a case by case review IMHO.
