They should be for all unless you are a violent threat. I am reasonably sure that open prisons are more humane. I have yet to hear about a riot or the bullying and myriad of problems in an open prison compared with our antiquated and not fit for purpose closed prison system. I think it is also proven beyond doubt that prisoners respond more positively if they are treated humanely. I would most likely be called a tofu chewing flip flop wearing liberal for even saying this.
