Trump could impose sanctions and/or secondary sanctions. But he's clearly too weak to stand up to Putin. Happy to crack down on allies and people at home, but won't lift a finger against Putin. Like all bullies, he's a coward.

Ukrainian president poked the sleeping bear. Also if Trump did put sanctions on Russia it be a pointless exercise. Russia has it's own energy and does a lot of deals with China and the Middle East.
