I doubt a million had watched it, but a million TVs turned on in pubs, bars, airports, public TVs in city and town centres, and airport TVs. Each person who walks past a giant TV in an airport or the city centre jumbo TV is no doubt classed as a viewer.
Not forgetting people who leave their TVS on for their pets, whilst they go out for the day. Do domestic animals now count as viewers? There was a time TV sets would be on for days on end when people went on holidays or died in front of the TV. These days TVs can switch themselves off after a few hours if you don't change the channel.

Walking past a big screen doesn't count as a viewing, nor does being in a pub with a screen on and ignoring it count as a viewing. They survey people and ask people whether they actively watched the programme. You're in denial, people liked the women's euros, maybe not as much as the men's euros, but they still liked it.
