Commuters intervened when there was a flasher on the train, but they are now arrested. You get yourself in trouble for helping, taking out a threat or defending yourself. I remember seeing a video on YouTube with a woman moaning that men don't help strangers in public. Most want to but men get in trouble, and not forgetting the #MeToo Movement, as soon as you put your hand a someone, it's assault. You can defend yourself at home from intruders if they enter your bedroom.

While the bloke was breaking the law he probably had mental health issues.
But people did intervene but they broke the law. It's not legal to mete out punishment which no-one has the right to do arbitrarily so they are being hunted which is correct.
Not sure what I'd in the situation but I would have thought calling for a guard more appropriate.

I remember the Daily Mail making an article in one of the previous heatwaves we had about the number of men going on public transport with their shirts off, with accompanying pictures, almost trying to equate that with some kind of indecency which it is not and never has been. There were a handful of sneakily taken photos of these perfectly law abiding men going about their daily business on a hot day in shorts and bare chests.
One look at the Mail website down the right hand side and every other image seems to be a man or woman with not much on snapped by some paparazzi on a beach somewhere with comment about their bodies.
Wyot, in a library I was in someone once got taken to task by someone else for loudly blurting out the "F" word. The person who took offence and called them out for swearing actually used a further three "F" words to castigate them, spectacularly losing the moral high ground and clearly had no self awareness of their own.
