Commentators are saying this is complicated; it's not at all. Cameron knows the public want the strictest clampdown on press freedom (wrong) since today's society can only cope with extreme positions. He wants media support. By pretending to take a more liberal approach, he wins media sympathy (he thinks - he really doesn't understand "the media") and then, giving in gratefully to the vote for stricter control, grudgingly allows regulation whilst earning media approval.
