Surely are these not in contravention of article 5 (liberty and security) and article 6 (right to a fair trial) of the European Convention on Human Rights?

It seems to be that the police are able to issue these willy nilly with no evidence, they've just been given powers to do whatever the fuck they like to men.

It is similar to cases where parents are cleared in court of harming their children, but the social workers believe they are guilty, and so the children are taken into care.

That killers in Russia have more rights than parents in the UK. And points out that people in Russia were jailed for criticising the communist party and he has now been jailed in UK for criticising "Medway Children Services".
