Police and CPS - this cannot go on. 6 Years, 3 Months ago

Oliver Mears - a 17 year old has his life ruined. Could we call this child abuse by police, CPS and false accusers? I can never quite keep up with the British legal definition of a "child". According to the 1933 act (never repealed) it is "a person under 14".
