And at the same time, real victims are thinking it is pointless trying to pursue a prosecution.
I know someone who was harmed, and quietly got on with it, until he found out that his attacker is now working with vulnerable people.
He is afraid it would look like a false allegation if he was to make a complaint, and feels awful in case someone else is hurt.
We need to be finding out why people do it, and how we can identify and prevent it.
