Might this be a breakthrough? Police officer accused of murder? Actions taking place in the course of official police duties can no longer be a defence in allegations of criminal behaviour?

This seems to be a complex case - involving (amongst other things) mental issues.

Your three questions are premature - as the authorities are endeavouring to follow the right course.

If you can recommend an alternative one to that taken - please post it, instead of ranting.

It does show that just occasionally - the IOPC does a reasonable job of looking at the justice issues... (just occasionally)
whereas -
can you imagine in the USA a cop being done for murder...?
I mean they can shoot anyone, anywhere - including in their own home just looking out the window - and "I was in fear for my life" is a perfect defence.
so yes - I'd say that this is a sort of progress -
plus a bit of a reminder that our police are more accountable than those in many other countries.
