And the implication is that the people running gyms, restaurants, beauty salons, jewellers, clothing shops, department stores, pubs, clubs, charity shops, cafes etc etc are NOT capable of applying the rules? Because to me, it looks like a nursery is the least covid safe of all.

All the charity shops were superb with precautions before lockdown. Each had a return policy on clothes, no more than 6 in the shop, cleaning stations and were always clean.

Same with the city centre shops.
