I don't understand this "City of Culture" business:

Why does a city have to formally represent culture? High or low culture? What do you mean? Does Southampton want to be associated with Bach or "drill music"? What has this award got to do with "levelling up"? Does this mean that deprived families must read a chapter of Jane Austen every evening?
Idea: they have to pass a test to receive Universal Credit. How many daughters did Mr Bennet have? That would drive "levelling up". Or have I missed the point!?
I suspect - like so much else now - this award exists precisely because culture is so littled valued by our Gov. Window dressing.
They no longer treach music in State school.
