The system has been engineered to SMEAR people because the REAL PART OF THE SYSTEM is the "police intelligence" against individuals which they use to prevent them working in law or teaching or local authorities ( because in most cases they are Tory supporters - yet they are smeared with being arrested and DNA records - which show up on enhanced CRB checks )

This is yet more proof that CRB checks on crimimal convictions are a waste of money and time.
