Not sure how he's "using" a baby. He was asked about it and he answered the question. It's not like he's called a major press conference with that as the main subject, or wearing a T-Shirt with 'Dad To Be' on the front. He's mentioning a part of life while not making a big deal out of it.

If he wanted to exploit his kids he'd appear on TV shedding bucket loads of tears over the one that died.

No I don't think he planned a pregnancy as an election aid but I bet Andy Coulson said "Great news Dave; voters love pregnancies; we can get great press on this; will Samantha pose nude?".
