To be fair the IPCC are involved whenever there is a death where the Police are directly involved regardless of who it is . Moat is an example.
Whether or not they investigate fairly is open to question because they are "Ex" Police Officers mainly - so are bound to be indoctrinated to mistrust the public and love the badge.
