I think you must get up early in the morning..perhaps that is it.

I've done it a few times and it's amazing that the streets and swimming pools are empty at that time.

Well, you see Veritas; Paris is deserted in August as all the locals move south for the month, leaving only the tourists (one reason I love that month in France). But I do tend to plan my day accordingly too; parking in Cannes is impossible unless you get there early and book a space for 4 hours; I like swimming in empty pools so swim early, in the middle of the day when most people lunch and early evenings.
And I think too many people ruin photographs!
