I was a victim of this man when I was a 13 year old, he followed my route to school for a number of days, then one day dropped money from his pocket, i then caught up with him and told him he had dropped the money and gave it back to him, it was then you see his state of arousal. I immediately found a passer by and the police were called, they then observed him waiting on my route home from school that very day where he was arrested. It was a very frightening experience as a young child, what was more frightening is that they couldn't do anything apart from warn him off, which meant nothing as he proceeded to hang around the same route every day afterwards and no one could stop him. A number of years later I saw him drop money in front of another girl in the same way. This was about 14 years ago and this man is still a pest, he gets off on it, surely it is only a matter of time before he potentially hurts someone."
So for 14 years he has been doing this dastardly trick. Yet in that time he has never hurt anyone......and even this ex victim only says that she was frightened by the experience - not actually hurt.
Surely if he does it in the same places it is easy to get Police to go to schools and say to them that there is a man with a problem who tries to initiate contact with girls and that if they see money on the ground or taped to signs not to touch it but call the Police.
This way the guy would have to give up because he would never get the reaction he wanted.
Surely preventing crime is what the Police should do - and the fact that this has been going on since 1995 shows the Police have been totally incompetent at this.
The guys being in prison is a waste of time as far as I can see. It may lead him to more extreme behaviour. After all prisons are awash with drugs and bad people......

this really is just too bizarre.
How do we know a shopkeeper isn't getting 'gratification' handing over change to a girl ?
what about those writing out parking tickets ?
