BR you do serious damage to a legitimate concern when the article refers to...
A spokesman for the Association of Chief Police Officers, said: “Like all public bodies, police forces are obliged to hold reserves against one-off events such as legal challenge.
“Policing by its nature is exposed to particular unpredictability and risk.
“It is critical to distinguish between genuine reserves and annual budgets. Most forces will expect to balance budgets at year end. Some forces may opt to build up funds to pay for planned and specific contingencies, in consultation with police authorities, and as such the level of reserves will vary between forces.”

Jim - I dont think any organisation has ever been sued for over 1.2 billion pounds LOL
If the public have paid tax for policing in any one year ( and we do through Council Tax ) the Police are actually lying to us as Taxpayers by putting it in a reserve account.
When I worked in Government Finance we really hated local authorities who did the same instead of spending the money on the VULNERABLE and NEEDY.
How many times do we hear the bleat from the Police " We have not got the resources" but in reality the public have paid over £1.2 billion to them which they are saving for a rainy day.
Sorry Jim - if I paid for something then only got 9 tenths of it then I would be rightfully annoyed.
Those running the Police need to spend that money on services that are owed to the general public who have PAID through their Council Tax.
The Police can keep back maybe a 100 million - but anymore is just ridiculous. Insurance covers them for most things I might add.
