Did anyone read the report (yesterdays papers) where a Judge was claiming he could not jail a burglar (as the Probation service was recommending "community service"?)
Only when this underclass fully realise that a terrible fate will await them if they violate society will we see any improvement. (I understand that Hosni Mubarak is looking for a new job !)
I disagree. Waiting for the 'underclass' to realise anything is futile. All their time is spent on day to day survival whether it's legal or not.
The only way is to lift them out of their poverty and despair which breeds and spreads like a plague.
Caesar understood this and created the first dole-feeding his people.
Create a society where everyone has what they need and one that inspires people to rise above their station !!..everyone wins then.
The alternative..spend the same amount of..no even more money..on useless law and order, jails etc that means the whole syndrome is repeated over and over.

We've already done all that veritas - all we got in return was a bunch of illiterate idle layabouts.
How much MORE should we pay to hope they get educated ?
How much MORE should we pay to encourage them to get a job (or make themselves employable) ?

Ah but the problem is, ITK, nothing is as black and white as our media and many of us like, lazily, to think it is. Many potential criminals are improved or totally reformed by education and help; the few who are not get all the attention (it's a good story!) so policy gets changed because of the coverage of the extreme negatives.
Spend millions to stop this vast army of paedophiles molesting babies everywhere! The reality is - a few perverts do not justify massive expenditure or effort - which, in turn, is removed from projects and teams actually doing good (but not on a good story).
Look at Egypt. Do the media want peace, orderly transition? No - they want riots, violence, blood, death, misery... why? Because it's a good story!
