The problem with the police is that they are inward looking isolated outdated institution.
They are more concerned with their own procedures, practises promotion (and pensions) than in the job they are paid to do. They run their shift patterns to suit themselves rather than the public. Police stations open when its convenient (to the police) to open them - not when the public need them.
What other organisation would invest silly "titles" to give themselves ? DCI ? AC ? etc
They always promote from within - from people grounded in their own ideology, so no fresh blood, no new thinking and certainly no new ideas !
Its absolutely clear that during the riots the police "held-back" - and only got a grip once politicians had banged the desk. Its not a matter of they coped in some places but not in others (due to the spread of the disorder) - they didn't cope anywhere !
(I've already stated elsewhere that I believe the police deliberately held back to encourage the riots - to provide evidence of how much the police are needed. They have campaigned tirelessly - including claiming that crime will rise if the cuts go ahead - to protect their own self-interest.)
Its Coalition policy (and was long before the riots) to elect independent police chiefs ... people who have the support of the public and who know what the public want.
The sooner they are brought in the better ... and what better way to start than getting advice from someone who has oodles of experience ?
