Why should any be needed? If you have a crime committed against you - you complain. Why should you wait (sometimes years)? That only makes a complaint suspect ... and ensures that any evidence will have disappeared.
The CPS are supposed to weigh up the evidence,and come to a conclusion about if a case has a realistic chance of sucess,this they do badly given conviction rates.
My solicitor told me that the longer the time wait the less likely conviction is.
From the trials I've been to see (about 20) you're more likely to get an historical conviction if there is more than one complainant.Perhaps getting together with a sister,or as in JK's case trawling the gutters to find pliant scum to seduce with jail privelages/compensation etc.
That said wasn't it convieniant the american false allegation got him out of the IMF,and this one hindered his chances of going for the Froggie Presidency.
